Resident Support Funds – Application Guidelines

The Arkansas Alliance of Recovery Residences (AARR) supports the recovery journey of individuals residing in certified recovery residences by offering financial assistance for resident￾specific needs. This updated policy ensures that funds are disbursed directly and ethically, with clear accountability for both residents and operators. It also aligns with the Arkansas Department of Human Services Sub-Grant Agreement and the SOR IV Deliverables, including reimbursement for actual services rendered only.

Eligibility

Applications may only be submitted by residents currently residing in AARR-certified (NARR-accredited) recovery residences.

A signature of authorization from an approved representative of the certified residenceand the signature of the resident who is submitting the application is required to validate each application.

Funding Categories

Funds must be used to address the specific needs of individual residents. Acceptable uses include:

• Indigent Bed Fees – Financial assistance of up to $40 per day for a maximum of 20 days(reimbursed post-occupancy).

• Resident Documentation – Support for obtaining essential documents such as IDs, birth certificates, or other necessary paperwork.

• Employment Readiness – Expenses for work-related necessities (e.g., work boots, uniforms).

• Other Critical Needs – Evaluated case-by-case, if clearly tied to a recovery goal.

Funds may not be used for:

• General operational or administrative expenses, including staff wages or capital improvements.

• Costs not tied to a specific resident's documented recovery need.

Application Process

Submission Timeline:
• Applications must be submitted by the 15th of each month for services provided during the prior month.

• Payments for approved applications will be distributed on the last day of the month.

Application Requirements

:Each application must include detailed information for each resident for whom funds are requested:

• Resident’s full name and demographic details.

• Entry and exit dates (if applicable).

• Primary substance of use.

• Total number of days requested and the total funding amount.

• A thorough explanation of the resident’s specific need(s).

Incomplete applications will not be processed until all required information is provided.3.

Review and Approval


• A designated AARR review committee will assess all applications.

• Decisions will be based on demonstrated resident need, availability of funds, and compliance with program guidelines.

• Residences will be notified of approval or denial by the last day of the month

Funding Caps and Limits


• To ensure broad and equitable distribution, funding caps may apply to each residence per fiscal year.

• No single residence will receive disproportionate funds at the expense of others

.Accountability and Reporting:

• All approved funds will be documented in AARR’s financial records.

• Operators may be required to submit additional documentation to verify the use of funds

.• Misuse of funds or failure to comply with guidelines may result in suspension of funding eligibility.
